set plant_min_prod_reserve_strategy

Set the global strategy for adding minimum limits for plant production including downward reserves. Can also be set with the attribute ‘plant_min_prod_reserve_strategy’ on the global_settings object, and is overridden by the plant attribute ‘min_prod_reserve_strategy’. The option ‘off’ (default) will not build any min constraints for plant production and downward reserves, while ‘spinning’ will use the plant attribute min_prod_spinning as the lower limit.
